The European Electoral System

Although exact electoral systems vary in each country, all Member States employ a system of Proportional Representation (PR). Proportional Representation is the general term used to describe a voting system in which the number of parliamentary seats a political party gains broadly corresponds to its overall share of the vote.
Closed Regional Lists
The PR system for England, Scotland and Wales uses closed regional lists. Under this arrangement most political parties put forward several candidates within each electoral region, listing them in order of priority (hence "regional list"). This means that candidates placed at the top of a party's list will have a better chance of becoming an MEP than those at the bottom. However, unlike Westminster elections, voters can only choose the party they wish to vote for, not the individual candidate (hence "closed" list). The only time it's possible to vote for an individual is where independent candidates unaffiliated to any political party are standing. After the vote has been counted, the total number of seats within a given region is distributed between the political parties according to the share of the overall vote they win.
Numbers of Seats
Member States are allocated seats within the European Parliament to broadly reflect the size of their national population. There will be 728 MEPs sitting in the European Parliament after the 2009 elections of which the UK will elect 72. The UK's 72 seats are distributed between 12 electoral regions as follows:
